Flood fee critic may run for Town Council

Ford Greene, the San Anselmo lawyer who has led a revolt against a new flood fee affecting Ross Valley property owners, may seek a seat on the San Anselmo Town Council in November.

Greene, who is traveling and could not be reached for comment, is one of three people who have taken out papers for a council seat in San Anselmo. None have filed yet.

Greene fell 300 votes short of winning a seat on the council in November 2005. Then he was passed over by the council in September 2006 when Ian Roth, the candidate that edged him out, resigned. The council instead appointed Judy House.

Greene has threatened to sue to challenge the legitimacy of the June mail-in election that authorized the flood fee. He paid for a partial recount that revealed the measure would have failed by 147 votes if unsigned ballots were counted.

The terms of incumbents Barbara Thornton and Wayne Cooper are expiring. Ted Wight, a retired San Anselmo police captain, has taken out papers. Thornton has also taken out papers and says she will run.

Thornton, who believes the flood fee election was handled correctly and should stand, said Greene may be using the issue to bolster his effort to get elected to the council.

"Flood control is a very important issue, but there are a lot of other important issues in San Anselmo," Thornton said. "I don't want that to block discussion of the many other things that are important to our town."

The are some 125 local government seats up for grabs in November. That includes seats on seven other Marin city councils and 40 school and special services districts. School trustee seats up for grabs include seats on the College of Marin board, San Rafael Board of Education, Novato school board and Tamalpais High School District board.

Deadline for filing is Aug. 10 in races where incumbents file for re-election - and Aug. 15 if no incumbent files.

Agency filing update

- San Rafael: The terms of Paul Cohen and Gary Phillips are expiring - as well as that of Mayor Al Boro. Boro and Rocky Pierson have taken out papers for mayor. Damon Connolly, Greg Brockbank, Robert Marcucci and Katerina Venetis have taken out papers.

- Novato: The terms of Jeanne MacLeamy, Carole Dillon-Knutson and Ernie Gray are expiring. MacLeamy, Anan Paterson and Donald Ricco Jr. have filed. Three others have taken out papers: Dillon-Knutson, Madeline Kelner and Eleanor Sluis.

- Mill Valley: The terms of Anne Solem, Christopher Raker and Dick Swanson are expiring. George Gordon and Ken Wachtel have filed. Maureen Parton, Stephanie Moulton Peters, Garry Lion, Matthew Clark and Larry Anderson have taken out papers.

- Fairfax: The terms of Larry Bragman and Lew Tremaine are expiring. Bragman and William Madsen have taken out papers.
